HL7 Interface Properties

Authorized users can access the HL7 Interface properties by clicking on the Administration > Settings > Properties link, then clicking on the HL7 Interface category heading. These settings are only applicable to users with HL7 access.

To configure the settings, enable (select) or disable (deselect) the options, enter any required information, and click Save at the bottom of the page. Changes affect users the next time they log in to the application or module.

Click Reset to erase new or updated entries and reset them as they were after the last submit was done.

The options and fields on this page are as follows:

Option/Field Description

Allow Registry Clients to Submit HL7 Messages

Select this option to allow Registry Client users that have the Upload HL7 permission to submit HL7 messages.

Allow Registry, Organization (IRMS), and Facility Clients to View HL7 Uploads for Other Users

Select this option to allow Registry, IRMS, and Facility Client users to view HL7 upload summaries from specified HL7 users within their Organization (IRMS) or Facility, exclusively. HL7 users selected for a specific user are determined by those associated users within the Organization (IRMS) or Facility. The visible HL7 user drop-down list is removed from the user's view when the Organization (IRMS) or Facility for the user in question changes.

Automatically Search Remote Registry after adding new patient

Select Disabled or a value from the drop-down list to allow Remote Registry users to search the remote registry.

HL7 Facility ID

Enter the identifying number of the HL7 facility STC is the default.

Private Lot Number Matcher for HL7

Enter a unique string. This is a statewide setting. The unique string should be different enough that it does not appear as if it is part of a manufacturer-issued lot number. If there is a value in this field and it matches the incoming lot number, this lot number is designated as Private.

  • The DTT/HL7 populates the "is_publicly_supplied" flag on the vaccination record to Public ("Y") before sending the vaccination record to the staging tables for deduplication. Then, if the Use/Update Registry Inventory option is enabled, the database logic uses this flag to find the correct lot for decrementing inventory.

  • This allows for matching with lot numbers that end with the text entered in this field. Thus, if the provider ends lot numbers with the text, the DTT and HL7 interfaces are able to recognize that lot as private. All other lots default to Public.

This only affects the "is_publicly_supplied" flag on the vaccination as it relates to the lot and decrementing inventory. It does not set the VFC Eligibility field on the vaccination.

Share with Other Registries by Default

This setting is for remote registry and/or state-to-state installations and defines a default value to be set for newly added patient records. Select Yes to enable records to be exported to remote registries (State Central Registry and State-to-State). Users can edit this setting on the Patient Demographics page if it needs to be changed from the default.

This Registry is a Local IWeb

Select this option to indicate that the specific registry is a local IWeb registry. This allows an option to appear on the Patient Demographics Edit page that can be disabled (deselected) by the user.

User Agreement ID

This is the identifying number for the User Agreement (read-only). The number can be reset by selecting that option. A user is not allowed to query a state until they accept the User Agreement. Once the agreement is accepted, the user is allowed to connect to the state's registry. See the HL7 Interface User Agreement Information section.

User Agreement Text

Enter the text for the HL7 User Agreement.

User Agreement Title

Enter the title for the HL7 User Agreement.

HL7 Interface User Agreement Information

The state-to-state user agreement system depends on both states (home-state and out-of-state) using the IWeb registry or a registry with similar capabilities. The home-state is the registry that requests access to a patient record in another state and the out-of-state is the registry providing access to a requesting provider/user.

The home-state registry administrator obtains a login account and the out-of-state agreement from the out-of-state's registry administrator. The home-state registry administrator then enters this information into the home-state registry. The home-state system (IWeb, for example), is then responsible for assuring that only logged-in users who have agreed to the out-of-state registry's user agreement are allowed to query the out-of-stage registry.

The out-of-state registry cannot block a specific user from querying the out-of-state registry. However, every query is logged in the out-of-state registry with the home-state registry username. In cases of misuse, out-of-state registry users may contact the home-state registry staff and request that a specific user be denied query access. In extreme cases, the out-of-state registry staff can disable the entire home-state registry account.
